2025 IRM Stakeholder Survey: Evaluating Impact and Identifying Future Priorities
In April and May 2025, the Independent Redress Mechanism conducted its annual stakeholder survey to evaluate its performance and identify areas of improvement. The survey engaged a diverse group of stakeholders, including civil society representatives, Accredited Entities, GCF colleagues, and Board members.
This year’s survey received 37 responses, showing a slight increase in engagement from 2024. It included quantitative metrics, such as interaction types and satisfaction ratings, as well as qualitative feedback through open-ended questions. The survey remains a key tool for evaluating the IRM’s effectiveness in fulfilling its mandate, particularly in relation to its main functions of complaint handling, outreach and capacity building.
Survey ratings, positive feedback & added value of the IRM
Respondents expressed overall satisfaction with the IRM. They praised the IRM’s transparency, professionalism, capacity building training, and engagement with civil society organizations (CSO). Many noted that its human –rights-based approach and innovative outreach efforts fostered trust and amplified stakeholder voices.

Challenges and Next Steps
The survey also invited stakeholders to share the most significant challenges they encountered when interacting with the IRM. Challenges identified included time zone constraints for trainings and a preference for in-person engagement, insufficient funding for outreach, and a lack of clarity around the IRM’s operational model and its relationship with the GCF.
To address these concerns, the IRM’s 2026 work program and budget will focus on the efficient use of resources and the strategic expansion of capacity-building and outreach to reach key stakeholders.
Through its annual stakeholder survey, the IRM aims to strengthen engagement with stakeholders, create efficiencies, and maximize impact, ensuring its efforts remain responsive, inclusive, and aligned with the evolving needs of the GCF and affected communities.
