On 2 July 2026, the IRM registered a complaint, received on 19 May 2026, related to the implementation of GCF Project FP085 in Pakistan. The complainant(s) are members of Union Council-8, Gulshan Town, Karachi, acting in their capacity as representatives and affected community members. The complainants have not requested confidentiality.

The complaint relates to GCF Project FP085, “Green BRT Karachi.” The project aims to build a zero emissions rapid bus transit system in the city of Karachi. Project activities include (i) construction of a bus rapid transport corridor of approximately 30 kilometers; (ii) operationalizing a biomethane hybrid bus fleet; (iii) flood proofing and improving transport corridors and (iv) construction of a biogas plant.

The complainants have brought to the IRM several concerns related to the implementation of the project. The complainants have alleged the following:

  1. Failure of storm water drainage system;
  2. Damage to existing sewerage systems;
  3. Community health, safety and security risks due to alleged project-related removal of street lighting;
  4. Adverse impacts related to safety and access to educational, healthcare and religious institutions due to project infrastructure works; and
  5. Lack of transparency and adequate stakeholder consultations.

As of 6 August 2026, the IRM determined the complaint to be eligible.
